What the Manager, Accounts Payable and Payroll does

The Manager, Accounts Payable and Payroll position is key in assisting AGU to promote discovery in Earth and Space science for the benefit of humanity by being operational and strategic in focus. The primary purpose of this role is to oversee payroll administration and all tasks necessary to accomplish the organization’s accounts payable and payroll processing objectives, including relationships with external auditors, and state and federal agencies. This includes but not limited to leading and directing accounts payable daily activities, such as policies, systems, procedures, training and career planning for staff; planning, coordinating and managing accounts payable and payroll functions; as well as providing oversight of the accounting systems used for both Accounts Payable and Payroll.

Payroll
* Analyzes payroll data and manages the regular payroll disbursement process. Typically uses automated system to produce accurate and timely payroll. Ensures compliance with all applicable state and federal wage and hour laws. Prepares weekly, monthly, quarterly and year-end reports for management (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.).
* Supervises Staff Accountant for AP and Payroll.
* Ensures compliance and adheres to company policies relating to processing of wages and paid time off.
* Stays current on payroll systems to achieve alignment with HR benefits and other related and to ensure effective accounting support, and to resolve any problems that may occur.
* Facilitates management and employee understanding of payroll procedures.
* Develops Time & Attendance system training materials and conducts training for users and supervisors.

Accounts Payable
* Creates and implements changes to work assignments, methods or procedures to meet operational needs and improve accuracy, timeliness and efficiencies in the accounts payable process.
* Develops, measures and monitors key performance indicators, metrics and department budget to manage the function and ensure overall operation is producing the required output.
* Manages and reviews the invoice entry process to ensure proper coding, invoice approval and timeliness. Researches and identifies corrective actions for problem invoices, including process changes, if necessary. Identifies procedure-enhancing processes to ensure timely payment of invoices and discount-taking opportunities.
* Reviews accounts payable aging reports and payment requests from suppliers & employees to ensure timely approval of invoices and payments.
* Coordinates the verification of open receipts monthly and works with personnel to clear problem receipt information, as required, manages and reviews the setup of new suppliers including payment terms and banking information.
* Builds strong cross-functional partnerships to resolve processing issues with other internal departments including; General Accounting, Purchasing and other Finance team members (i.e. coding issues, closed accounts, etc.).
* Ensures the timely and accurate Month End closing of Accounts Payable, including monthly accruals of liabilities, in accordance with internal controls (SOX).
* Implements and tests software upgrades, as required.
* Manages the escheatment filing and payment follow-up processes.
* Reviews all voucher packages for accuracy before check signature.
* Oversees AMEX and T&E program development, administration, training of users, communication of program changes, and ensures adequate controls - including targeted, risk-based auditing.
* Ensures AMEX and T&E payments are made within the prescribed guidelines, taking advantage of available rebates/discounts.
* Creates an environment of continuous process improvement and looks for opportunities for process re-engineering.
* Ensure compliance with 1096/1098/1099 filings.

What the Manager, Accounts Payable and Payroll brings to the team

* Bachelor’s degree in finance, accounting, business or related field with 6+ years of related professional experience in specialized experience in payroll and accounts payable; or equivalent combination of education and experience.
* 3+ years of supervisory experience is a must.
* Progressive experience in accounting/accounts payable and understands US GAAP.
* Extensive experience with Intacct Accounting Software - Purchasing, Accounts Payable and T&E Module and Concur - T&E Module;
* Additional software certification is a plus.
* Experience in a scientific, knowledge-based or technical setting is a plus, but not required.
* Strong knowledge of accounts payable and payroll management, including state and federal regulations and compliance.
* Ability to exercise independent judgment and to meet deadlines; accomplish work in order of priority; professionally maintain composure and effectiveness under pressure and changing conditions.
* Strong leader, team-orientated; demonstrated proactive and optimistic supervisory style.
* Ability to handle complex technical information and prioritize assignments, set goals, and work independently as well as in a group.
* Excellent organizational skills and interpersonal skills, including ability to resolve disputes and observe confidentiality.
* Ability to negotiate and maintain constructive working relationships with people at all levels of an organization (both inside and outside the organization).
* Strong attention to detail.
* High degree of professionalism and accuracy.
* Excellent communication skills (with a high degree of diplomacy) are essential, as is excellent follow-through on tasks.
* Proficiency with Microsoft suite of products, with focus on Excel and PowerPoint; knowledge of UltiPro is a plus.
* Ability to assess systems and increase the efficiency of department, including workflow processes documentation and recommendations for improvement.
* Demonstrated discretion on confidential matters.
